    ĐKXĐ: $-1\le x \le 3$
    Áp dụng BĐT $\sqrt{a}+\sqrt{b}\ge \sqrt{a+b}$, ta có:
    $A=\sqrt{x+1}+\sqrt{3-x}\ge \sqrt{x+1+3-x}=2$
    Đẳng thức xảy ra $\Leftrightarrow (x+1)(3-x)=0$
    $\Leftrightarrow \left[ \begin{array}{l}x+1=0\\3-x=0\end{array} \right. \Leftrightarrow \left[ \begin{array}{l}x=-1\\x=3\end{array} \right.$
    Vậy $\min A=2$ đạt được khi $x=-1$ hoặc $x=3$
