    a) m=-5
    b) m=-1 
    Lời giải và giải thích chi tiết:
    a) (d): y=(m^2+1)x+m+2
    Vì (d) cắt trục tung tại điểm có tung độ -3
    => Thay x=0;y=-3 vào (d)
    =>-3=(m^2+1).0+m+2
    =>-3=m+2
    =>m=-5
    Vậy m=-5 thỏa mãn đề bài

    b) (d): y=(m^2+1)x+m+2
